User with "delegate development"role can't create new provider content/action Description Non-admin users with the correct "Delegate development" setup, cannot create "Provider Notification" content since there is no "New" button.

Steps to Reproduce

Login as the user who has admin role Navigate to: System Applications > My Company Applications. Select custom application Click the button "Manage Developers" Select the user who does not have admin role Save Login as the above user Navigate to: System Notification > Provider > Notifications

- Current behavior: Can create Provider Notification. However, no "New" button in "content" tab or "Action" tab, so the user can not create the content. Workaround If you are able to upgrade, review the Fixed In section to determine the latest version with a permanent fix your instance can be upgraded to.

Alternately: Assign the admin role to the user so that "Provider Notification" can be used.
