Service-Credits plugin is being installed with wrong incident table on OEM instances Description The Service-Credits plugin is added to the OEM version and it requires the incident table. OEM does not have the incident table, thus a new incident table is wrongly added to service credit scope, making all applications using incidents unusable.

Steps to Reproduce

1. Login a new Rome or San Diego OEM instance. 2. Validate the service credits plugin is installed. 3. Open data dictionary. Notice the Incident table is wrongly created in service-credit scope.
