ATF step 'Create a User' with the option "Impersonate this user" enabled does not impersonate the user on the client-side test runner Issue The test runner shows the bottom-right "Currently executing as" box empty, rather than displaying the impersonated user name:

Release All versions with ATF enabled.

Cause The issue is mostly due to a custom Query Business Rule.

Resolution Look for custom "Before" Query Business Rules on the module, and deactivate them while re-testing, until "Currently executing as" will report the impersonated user name:
