We have checked that option but it is always redirecting to the updated knowledge article whether it is in published or in Draft state. If Can Contribute is empty or the user meets the user criteria for the knowledge base then the Article will not have any restriction and unpublished versions will be visible to those users. Expected OOB behaviour, to further confirm this behaviour we tested the below scenario we created a user "sn_test" without any roles. If you take any user like "sn_test" without any roles and use permalink to open a knowledge article, you will notice that the user will NOT be able to see the latest draft version because he doesn't have the contribute access but still he can see the published version of the article as there is no "canRead" defined at Knowledge Base. So in short if you have "Can Contribute" access to Knowledge Base you are taken to the latest version even if it's a draft version no matter what roles this user has. To restrict users from accessing the unpublished articles, a workaround would be to add appropriate canContribute on the knowledge base(For Example, admin only). If a user doesn't have to contribute access and only has canRead access on a knowledge base, only the published articles can be seen through global search or from the article view page.
