This is not a bug or a PRB. This was done for two main reasons: to normalize behavior between equivalent "Related search results" functionality on Classic UI and Agent Assist (this message was never added on Classic causing inconsistency);to allow Attach and Helpful actions to be usable on new records in Agent Assist; Unfortunately, the code in question is a part of the Agent Assist Seismic component.
