Login to any OOB instance2. Make sure Time format is hh:mm:ss a (12 hour AM/PM) under System Properties > Basic Configuration [for simplicity]3. Keep user timezone as Australia/Sydney (Which is very different from GMT time, better for testing)4. Open a new CAB meeting. Define some condition to include some existing Change Request records.5. Update Meeting start time, e.g.: 20-12-2021 12:00:01 AM6. Open a change_request record under agenda items7.
