CAB Date field issue: change_request.cab_date field is always updated and displayed in UTC value instead of logged in user's timezone Description CAB Date field issue: change_request.cab_date field is always updated and displayed in UTC value instead of logged in user's timezone

Steps to Reproduce

1. Login to any OOB instance 2. Make sure Time format is hh:mm:ss a (12 hour AM/PM) under System Properties > Basic Configuration [for simplicity] 3. Keep user timezone as Australia/Sydney (Which is very different from GMT time, better for testing) 4. Open a new CAB meeting. Define some condition to include some existing Change Request records. 5. Update Meeting start time, e.g.: 20-12-2021 12:00:01 AM 6. Open a change_request record under agenda items 7. Check CAB date field is 20-12-2021 which is in UTC value
