Steps to Reproduce

Steps to reproduce: 1. Login Rome instance and open sp portal 2. Right click 1 widget, such 'Knowledge Base' Icon link widget, to set the focus on it 3. Check Border line

Expected results: Border line should not appear as it acts till Quebec Actual result: It appears as screenshot.

Workaround This is as per design, courtesy Rome WCAG 2.1AA compliance effort.
