Steps to Reproduce

Tested on Paris and Quebec and Rome instance OOB instances

1. Create a new catalog item, create a variable, define default value on the variable. 2. Create a new flow designer flow, use the "Submit Catalog Item Request" action in the flow 3. Use the catalog item from step 1 in the action. Leave the variables as blank, users are expecting the created RITM will apply the default value from the variable definition. But it does not. The variable will have blank value. (This will cause errors and other issues if the variables with default value has Mandatory mark as well.)

Workaround Use the same default value in the Submit Catalog Item Request action.
