ResolutionFor the OOB Default view, the name is empty (null) https://instance-name.service-now.com/nav_to.do?uri=sys_ui_view.do?sys_id=Default viewSo because of the view rule it tries to load "Default" view but this is not configured for incident form so it shows "Default view"(name is empty)On this view when you are trying to add the Default filter for the related list, the system is looking for the Related List Entry in the "Default" which is not present and hence it is not setting the filter.View rule should always be on a specific view since the default view does not have a name and may cause unexpected behaviour.
