Date/time field value is not saved correctly when the instance timezone is Japan and date is Jan 1 0001. Description Date/time field value "0001-01-01 00:00:00" is not saved correctly when the instance timezone is Japan. It is saved as "0002-01-01 00:00:00". (It occurs when the instance time zone is Japan and the only date that won't save properly is Jan 1 0001. It will not occur when the instance time zone is US or in EU countries or other dates.)

Steps to Reproduce

Login to instance. System Configuration, add Japan to System timezone and save it. Logout and log back in Open a CHG record. Set "0001-01-01 00:00:00" in "Planned end date" and click Save. - it is saved as "0002-01-01 00:00:00". Workaround After carefully considering the severity and frequency of the issue, and the cost and risk of attempting a fix, it has been decided to not address this issue in any current or near future releases. We do not make this decision lightly, and we apologize for any inconvenience.
