Steps to Reproduce

Create a New Template. (sys_template.do)

Select the Table as Incident.

Select the Template Field as "Additional Comments".

Enter the URL : https://google.com/this%5eis%20a%20%26%20test%20to%3Fcheck

Save the template and observe that these characters are no longer present. Workaround After carefully considering the severity and frequency of this problem and the risk of attempting a fix, it has been decided to not address this issue in any current or future releases. We do not make these decisions lightly, and we apologize for any inconvenience.
