Steps to Reproduce

1. Set "glide.sys.time_format" system property to "hh:mm:ss a" 2. Create an outreach and schedule it for 1 PM (with "Send in local time" checked), ensure at least one user is in audience 3. Go to sn_imt_checkin_user_schedule and look at the schedule time for the outreach

Expect: The schedule time should be 1 PM Actual: It is not at 1 PM.
