Steps to Reproduce

Log into any OOB Quebec Go to Incident.list From Filter Navigator > Change > Create New -> Fill in all the necessary fields -> Click Submit Expected - You should redirect to change_request.list like Paris version.

Actual - Notice you will be on a page that you visited earlier. For ex. in this case incident.list
