Cannot attach files using "Report Vaccination" when using the mobile NOW app. Description Cannot attach files using "Report Vaccination" when using the mobile NOW app.

Steps to Reproduce

1. From NOW mobile app, go to Report Vaccination 2. Tap "Add attachments" 3. Attach a file

Expect: to see attachment show up in record producer before clicking Submit Actual: No attachments showing up (and no attachment shows up in the created record either)
