Dragging an already selected 'label' onto the VTB card doesn't remove it in Quebec. Description Dragging an already selected 'label' onto the VTB card doesn't remove it in Quebec.

Steps to Reproduce

1. Login to any OOB Quebec instance 2. Access VTB 3. Drag Label to the VTB card 4. You can notice the label is added to the card 5. Second time dragging Label to the VTB card 6. Label is not getting removed from the card

Paris version Behavior: Dropping same label on a card was removing the label.

Quebec Behaviour: Dropping same label on the card will not remove the label

Workaround It was a defect in Paris, which allowed to remove the label on dropping the same label on the card. This defect was fixed in Quebec which will not remove label on dropping same label on the card. The functionality we see on Quebec is working as expected.
