Steps to Reproduce

1. Go to any OOB Quebec instance. 2. Set the system property "glide.service_portal.disable_location_tracker" to true. 3. Go to the '/sp' Portal home page. There is NO "...service-now.com to access your location?" popup window to request location access. 4. Click on "Request Something -> Can we help you? -> Create Incident".

Expected behavior There should be no "...service-now.com to access your location?" popup window to request location access. Actual behavior There is a "...service-now.com to access your location?" popup window to request location access
