Can't generated Rate line when change system language in Japanese - Known Error

Can't generated Rate line when change system language in Japanese Description Can't generated Rate line when change system language in Japanese when trying to create a rate line with the system in Japanese, the error is given "Currency code cannot be empty" in Japanese. but there's no such error when switching the system language to English.

Steps to Reproduce

Prerequisite: The default local currency is changed to "ja.JP" and install Japanese language plugin

Steps to Reproduce: 1. in any oob instance 2. switch system language to Japanese 3. open rate mode record 4. click "View Rate Lines" from link 5. click "New" button and input necessary info then "submit" 6. confirm the error as (attached) 7. switch the system language to English and go over the steps from 3. to 5. , confirm there's no such error.
