Steps to Reproduce

1. Create a catalog item and add few variables 2. Create Container Start and Container End variables 3. Create a flow 4. Create a "Get Catalog Variables" action and use the catalog item used in the first step 5. Notice, the container variables don't get displayed/load.

Workaround Using variable sets allows users/admin to get around this. Setting the global field on the variables associated to the catalog item to true will also fix this issue.
