This could cause change requests to launch Top Down discovery which fails with error: Invalid IP address (Endpoint's IP address is empty)

Steps to Reproduce

1. Created new service. Add manual Ci ( of any host/server Ci with IP associated). 2. Create Change Request: a. add Ci as Cofiguration item b. set access to some group and submit CR c. click on Implement d. click on Review 3. Open "Impacted Services" Tab. 4. Add "TD Discovery". Open the Discovery link ==> Discovery canceled with error : "Invalid IP address (Endpoint's IP address is empty) "

Workaround If you are able to upgrade, review the "Intended Fix Version" section below below to determine the versions that have a permanent fix.

Workaround is to disable Business rule: "Trigger top down Discovery" on change_request table.
