Survey Designer Screen Reader is announcing incorrect position of "Insert as First" / "Insert After: New Attachment" Description Screen Reader is announcing incorrect position of "Insert as First", "Insert After: New Attachment", etc. As a result, users relying on screen reader will be confused in understanding the correct layout and positioning of the controls.

Steps to Reproduce

1: Enable NVDA/JAWS. 2: Navigate to survey designer. 3: Navigate to "Attachment" button (present under "Controls" tab) with Tab key and activate it. The "Insert Item" dialog will appear. 4: Navigate further inside the dialog to "Insert at First" button with Tab key and activate it. "New Attachment" will add up below "New category" on the main body of the page. 5: Navigate to "Attachment" button (present under "Controls" tab) with Tab key and activate it. The "Insert Item" dialog will appear again. 6: Navigate inside the dialog to "Insert as First" and "Insert After: New Attachment" button with Tab key.

Screen Reader will be announcing an incorrect position for "Insert as First", "Insert After: New Attachment", and other features present inside the "Insert item" dialog. When focus lands on "Insert as First" button, both Screen Reader NVDA and JAWS announce "Insert as First Before New Attachment 1 of 3 level 3". The same issue appears on Chrome Browser+JAWS. In NVDA browse mode, when focus lands on "Insert as First" button, NVDA is not announcing positioning of controls.
