Steps to Reproduce

Log in to the instance with issue

Run reconciliation on the "Microsoft" publisher

Observe the reconsiliation to be running very long Workaround Check if there are any entitlements for "Visual Studio"

Visual Studio suite entitlements makes reconciliation slow and not work if there are no user allocations.

To address this, mark the Entitlements as "retired" (we can update it back to "In use" once we have the allocation data)

Code changes are to be made on the script include "SAMPSuiteEngine" to exclude the "retired" entitlements from the logic so we do not try to infer installs to that suite.

Import the attached xml of the script include with updated code chnages from this PRB on to the instance with the issue.

Run the reconciliation now and it should be good Related Problem: PRB1458093
