The users with role "snc_external" will not be able to access these scripted rest api's. Dynamic Translation uses rest api to get translations. GetDetectedLanguage2. GetDynamicTranslation3. IsEnabled if you wants external users to have access to Dynamic translation features. In all the above three resources, under "Security" tab: uncheck "Requires SNC Internal" and remove "Scripted REST External Default" ACL.This will allow users with snc_external role to access the dynamic translation api and hence they will be able to translate on portal Activity stream too.
