"Create New Case" screen reader does not announce "Please enter 3 or more characters" to guide the user


Description

When creating a new HR case from the "Create New Case" navigation module, the screen reader does not announce the "Please enter 3 or more characters" helper text when the employee/case number combo box is opened. 

Steps to Reproduce

  1. Install Human Resources Scoped App: Core.
  2. Navigate to "Create New Case".
  3. Navigate to the "Search for employee or case number" combo box. Notice that screen reader does not announce "Please enter 3 or more characters" to guide the user.
  4. When the user types one character, then the screen reader announces "Please enter 2 or more characters".

Workaround
