Collecting future scores (negative relative end) causes unexpected results on charts like YTD

Steps to Reproduce

- OOB we do not restrict data collection for future dates. A negative relative end can be used to collect data for future dates.
"PRB598543 - Data Collection -- Relative start and Relative end - should be >= 0"
- If a valid data set is present one may collect data for future dates (example number of changes scheduled to start on same day).
- Applying Year to Date on PA Widget Stacked Column Type (monthly stacked) returns results based on last score that in this case in a future score and therefore may return results for 2021 and not 2020.

Workaround

Ensure to not collect scores with a relative start or end below 0
