These [sys_cb_topic] records will have a type of "TOPIC_BLOCK" and may be invoked or called by parent/calling Topics. Calling topics are generally of type "STANDARD." To get an overall idea of the Virtual Agent Topic landscape, you can add the 'type' column to List View of [sys_cb_topic] records in the Native UI. There may be some cases where you need to find out which other topics are calling a reusable topic.
