Steps to Reproduce

1: Enable NVDA/JAWS 2: Navigate to /incident_list.do 3: Open any incident and navigate to the Priority field 4: Navigate to the Hint control. 5: Wait for the screen reader to announce the role and the name of the control.

The screen reader does not announces the role and the name for the 'Hint' control.

When navigating to 'Hint' control, NVDA announces "Read only Cannot be modified", only giving the tool tip information, instead of announcing "Read only Cannot be modified hint button".
