Steps to Reproduce

1: Enable NVDA. 2: Go to /incident_list.do. 3: Create a new incident. 4: Launch 'Accessibility Insights for Web' Tool. 5: Go to 'Adhoc Tools' and enable 'Tab Stops' toggle button. 6: Navigate to the disabled 'Edit' fields present in the 'Draft' page or unsaved incident page.

The keyboard focus is moving to the disabled 'Edit' fields in the 'incident' page, such as 'Priority' present in the 'Draft' page, while navigating using keyboard Tab key.
