'Edit table data inline' button is not visible on the page until keyboards focus lands on it Description In browse/cursor mode navigation, screen reader is announcing incorrect stage information of 'New record' form present in 'Vendor Risk Assessment New Record'.

Steps to Reproduce

1: Enable NVDA. 2: Go to /incident_list.do. 3: Create a new incident. 4: 'Click to remove subsequent conditions'. 5: Navigate to the 'Edit table data inline' button which is now present on the page.

Notice the 'Edit table data inline' button is not visible on the page unless the keyboards focus lands on it. This button should be permanently visible in the UI for users to find it.
