In browse/cursor mode while navigating 'Unlock Watch list' button focus is moving two times on it Description Screen Reader users navigating the 'Unlock Watch list' button in browse /cursor mode are affected by the focus moving two times on it, being unable to identify the control. Users will get the announcement of the 'Lock Watch list' button twice.

Steps to Reproduce

1: Enable NVDA and JAWS. 2: Go to /incident.do? to create a new incident. 3: Save the incident. 4: Navigate to the 'Lock Watch list' button by pressing the down arrow key.

In browse/cursor mode the focus is moving twice on the 'Lock Watch list' button.
