When the change request is processing from the authorize to implement state there is an abort action being performed from the OOB business rule 'State model - Can change state?' When the state is set to authorize by clicking the request approval ui action the approvals should be created and approved to move further to a next state. Now approve any of the approval records which moves the state to implement as per the requirement developed in the workflow.
