"Approve" UI Actions doesn't refresh when select different items in related list Description "Approve" UI Actions doesn't refresh when select different items in related list. Replicated in Madrid and New York

Steps to Reproduce

1. In any OOB Madrid or New York instance, with demo data installed. Login as admin 2. Impersonate "Howard Johnson", and open one of the change request that requires this user's approval. e.g. "CHG0000096" 3. In the Approvers related list, tick a record that is not "Howard Johnson"'s approval, e.g. "Ron Kettering"'s approval 4. In the bottom of the related list, click the related list actions, notice Approve is greyed out. 5. Now untick Ron Kettering"'s approval, and tick "Howard Johnson"'s approval, the Approval action in the related list action is still greyed out. (Not expected behaviour) 6. Refresh the form, go to the same Approvers related list, and tick "Howard Johnson"'s approval. Approval action is now available.
