Issue Description: While scrolling the form with touch and scroll, if we will click on any of the reference field while scrolling then the form then it opens the option list.

Steps to Reproduce

1. Login to OOB NewYork / Orlando instance on Android Mobile Chrome browser / Iphone safari browser 2. open the below SP portal https://InstanceName.service-now.com/sp 3. Click on "Request Something" 4. Click on "Departmental Services" 5. Click on "Service Category Request" and the form will open

While scrolling the form with touch and scroll, if we will click on any of the reference field while scrolling then the form opens the option list.

Expected behavior: While scrolling the form with touch and scroll, if we will click on any of the reference field while scrolling then the form then it opens the option list.

Actual behavior: While scrolling the form with touch and scroll, if we will click on any of the reference field while scrolling then it should scroll the form and it should not open the option list.
