Following the configuration steps given in Tutorial: Configure ServiceNow for automatic user provisioning does not help either and suggest to disable below system properties: System Security > High security settings > Require basic authentication for incoming SCHEMA requests. System Properties > Web Services > Require basic authorization for incoming SOAP requests. Provisioning Test connection is a backend transaction and platform tries to authenticate given username and password locally therefore, we do not recommend using SSO credentials in any integrations be it SSO/Web Services etc. SSO is designed for interactive login session wherein a user login via browser. Following this approach should allow you to run the Test connection successfully. Not really sure why Microsoft article advise to disable those two properties, sent them a feedback regarding the same.
