Within a short succession the notifications with the lowest "weight" are skipped by the Ignore Duplicates business rule, as it checks for pending emails with same recipient from the same ticket.ResolutionDepending on the business needs, a simple way to overcome the issue is to set the 'Weight' field on all the necessary notifications to 0.
