This is by design keeping in mind that many of our customers use Request Management across departments and functions and the approvers of requests could span multiple groups. Hence the additional condition there is to ensure that the requests of a group can only be seen by users of that groupMost of our customers have managers approve employee's requests and these managers will be assigned the business stakeholder role. The requirement was that these managers should only see requests they were supposed to and did not allow them to see all the requests across the company. This was the primary use case for the business stakeholder for request management. Incident, Problem and Change do not have this use case for the most part.
