Store apps/plugins are not automatically upgraded during patch release. For example, GRC Profiles plugin version 8.0.12 on a New York Patch 4 instance will not automatically upgrade to GRC Profiles plugin version 10.0.1 when the instance is upgraded to New York Patch 7.
