If the instance is domain separated and the MID server and Scheduled Job run as the user is different domains, the output will be in a ready state in the ECC queue. If these 2 domains are different, the MID server unable to process the output request. We need to update the correct user as "Run as" to process outbound rest requests. Refer below screenshot :
