The role business_stakeholder includes the role sn_request_read but the ACL includes an additional script to check if the request has an approval outstanding for that particular user. The sn-request-read which is contained within the Business Stakeholder role provides conditional access to request management tables and does not provide access across all requests. This is by design keeping in mind that many customers use Request Management across departments and functions and the approvers of requests could span multiple groups. Hence the additional condition there is to ensure that the requests of a group can only be seen by users of that group.
