CauseFailing ACL.ResolutionThe issue is happening because following ACL - /nav_to.do?uri=sys_security_acl.do?sys_id=c5774e5edb6603001456ffc41d96194b is failing for Non ITIL users.Its allowing access to itil users only.And comes when we activate following plugin - "upgrade.2011_common_practice"When I deactivate this ACL issue is resolved.However, since this is OOB ACL, disabling will not be a good idea.So, you can create new ACL to grant access to your no itil users as well.
