If it doesn't match then the tries to lookup CI from lookup rules. The order in which CI lookup rule matches is MAC,FQDN, Host name, IP.When Vulnerable Items are created, a parameter called external Id exists which is the combination of source ID that is received from the payload and vulnerability. So if the source ID is going to be different for the same IP, duplicate Vulnerable Items will be created for the same IP.ResolutionCheck with Rapid7 why they are sending different source id's for the same host.
