Steps to Reproduce

1. Create a UI Policy with 'on load' field equals to false and UI Policy action that makes 'comments' mandatory when moving state to "In Progress" for incident record. 2. Create a task board from state field. 3. Move an incident from New to In Progress.

Expected results: a pop-up view of the form appears and prompts you to fill in the mandatory fields (comments). Actual results: the card moves to the In Progress lane without requiring comments to be entered.
