UI Builder can not create a new page with read-only access producing the error "Page cannot be edited in UI Builder. Please make a copy." Description Users can not create a new page modal because of the blocking error "Page cannot be edited in UI Builder. Please make a copy.":

Steps to Reproduce

1. UI Builder > Page Actions > New Page Modal 2. Fill in name, application, and protection.

The page immediately produces an error message saying user needs to copy the page, which is not possible.
