The limitation is caused by the Client checkbox being selected on the UI action record. When a UI action is configured as a client action, the ATF step cannot evaluate its visibility.

Server context menu UI actions, where the Client checkbox is not selected, work correctly with the UI Action Visibility step.

As a workaround, configure the client context menu UI action to also appear as a button on the form. The UI Action Visibility step can evaluate button visibility and provides the same testing coverage.

Note: The feature enhancement to support client context menu UI actions in the UI Action Visibility step was targeted for a future release. Check the release notes for your current release to determine whether this limitation has been addressed.
