If the catalog item is only available for certain users say "Admin" then if any other ITIL user clicks on the UI action the catalog item won't be available for the user and return with error message.ResolutionTo resolve the issue make the catalog item "Modify a Standard Change Template" available for ITIL users or all users as per requirement. Edit the "Available for" in the related list of catalog item to make changes.
