Users are only able to access the Standard Change Template Library if the Category "Standard Changes" under the Catalog "Service Catalog" is activated. This category is active on OOB platform.ResolutionIn order to resolve the issue, please activate the Category "Standard Changes" under the Catalog "Service Catalog" or simply revert the category back to its out of the box version.Please go to the sc_category table to activate the "standard changes" category.
