Added context from ServiceNow docs: Additional roles exist for more granular access — catalog_admin has full administrative access and can create and edit any catalog items; catalog_editor can create and edit catalog items and inherits the flow_designer role; catalog_manager manages catalog-level settings and is often required alongside catalog_editor for cross-scope catalog access; catalog_builder_editor allows creating and editing catalog items within Catalog Builder when the user is set as the item owner. Note that Catalog Builder roles do not grant access to build workflows or flows. To add or edit a role for the Service Catalog module, complete the following steps: Open the Filter Navigator.Type service catalog.Scroll to the Service Catalog entry in the navigation results and select the pencil icon next to it.
