Normalization Data Services Guided Setup did not update some reference qualifiers - Support and Troubleshooting

Normalization Data Services Guided Setup did not update some reference qualifiers Issue  Overview In the Normalization Data Services Guided Setup, there is a step there that updates all reference type dictionary records were reference is Company. This step will update the dictionary record Reference Specification to Use reference qualifier to Dynamic and Dynamic ref qual to CanonicalFilter.

Some records will be skipped per description on the step because custom qualifiers are already defined. This is what you will see in your instance for the Update Reference Qualifiers step:

Although not mentioned in the description we will also not update out-of-the-box reference qualifiers which are not empty. The dictionary records excluded from the update include customized and the out-of-the-box records where the reference qualifier is not empty. Hence you can see a lot more records not updated than what you would normally expect. For an out-of-box instance with no customized dictionary records, this will be around 700 - 2,000 or more records depending on the plugins installed. This is by design as mentioned in KB0860607 .

Steps to reproduce 1. Log in to your instance as Admin

2. Navigate to Application Normalization Data Services>Guided Setup

3. Go through the setup process and when you finished running the "Update Reference Qualifiers" step, you will see hundreds of records not updated. Please note that this will include records that were not customized as well:
