Cause This can happen when user preference record "home_refresh" for this user is corrupted and is set to blank for the user. The ideal values this preference can have is "off" or integer value representing number of seconds.

Resolution Please trace the user preference record for this user in sys_user_preference table. You need to search "home_refersh" in property name and filter it by affected user. Once you locate the record reset the value to off" or integer value representing number of seconds.
