Change request values can not be edited by ITIL user in standard change record producer Issue Change request values can not be edited by ITIL user in standard change record producer.

Step to Reproduce Impersonate with ITIL user. Open any change request form. Right click the banner and click open the "Propose a Standard Change Template". The standard change record producer open and at the bottom, the change request values can not be edited. Cause Check for any Custom ACL's failing. Specially if there is any "Change_request" ACL, it might be causing this issue.

Resolution Disable the custom ACLs to resolve the issue
