Cannot display chat window from VTB in a new tab. The page displays 'The page you are looking for could not be found.' Description After displaying a VTB in a new tab and clicking 'Chat' button, the page displays 'The page you are looking for could not be found.'

Steps to Reproduce

1. Go to /$vtb.do (note the URL doesn't have nav_to.do) 2. Click on any existing VTB or create a new VTB 3. Click 'Chat' (Connect with Board Members)

Actual behavior: "The page you are looking for could not be found."

Expected behavior: Conversation is displayed

Workaround Import the attached files into the instance.
